Secretary Of The Navy Retiree Council for 2008       

            "The Secretary of the Navy’s Retiree Council held its annual meeting April 14-18, 2008 in Washington DC at the Washington Navy Yard. The Council is composed of 24 retired Navy and Marine Corps members from across the United States and overseas who represent the entire Navy and Marine Corps retiree community.  The 2008 Council is lead by LtGen Frank Libutti, USMC (Ret) and MCPON Duane Bushey, USN (Ret).

            At this year’s meeting, Council members met with Department of Defense senior leaders. Council members received briefings on the Navy's Safe Harbor Program, the Marine Corps Wounded Warrior Regiment, the OCONUS Retiree Survey, retiree health care, compensation, and other important matters facing current and future military retirees.

            During the 2008 meeting, Council members determined that Retiree Volunteer Support to severely injured Sailors and Marines is the number one issue that needs to be addressed by the Navy and Marine Corps. The Council again recommended that the Department consider establishing a Military Retiree Appreciation Day. The Council reviewed open elements of last year’s requests and invited the Secretary to consider issues related to Military Treatment Facility (MTF) medical manning and its potential impact on retirees and their families, as well as numerous TRICARE issues including pharmaceutical costs and concerns. Other issues forwarded by the Council for consideration by the Navy and Marine Corps included OCONUS retiree support, enhanced electronic access to benefit documents and newsletters, improved transitional employment educational credit for completed military training, Space-A travel for surviving spouses and minor children as well as other benefits for surviving spouses and retiring members.

           At the end of the weeklong conference, the Council Co-chairs presented their report on the 2008 Council Meeting containing primary and secondary recommendations on retiree matters to the Secretary of the Navy, Dr. Donald C. Winter, at a meeting in the Pentagon.

We need your help!!

The Navy's Retired Activities Office (RAO) located at the Navy Operational Support Center (NOSC) formally known as the Navy and Marine Corps Reserve Center provides service to military retirees and their families over a large section of the South Texas area.  To provide the best services possible we need approximately twenty-five (25) volunteers who can provide up to five(5) hours a month helping their shipmates. Our RAO is manned entirely by volunteers, so we are totally dependent on the military retiree community to adequately staff this office.  Should you care to volunteer or want to find out more about the program please call us. The person on duty will gladly answer your questions and set up an appointment if you wish.

Volunteer service with an RAO can be very rewarding in a number of ways. First and foremost, there is the satisfaction derived from helping your shipmates and their families. Also you will help yourself as well!  Your involvement with others and access to current policies and law is certain to enrich your own retirement. Finally, working with a dedicated group of volunteers and interacting with Reserve personnel both from the Navy and Marine Corps is certain to recharge your batteries.

Safe Harbor Program

            A new program is emerging in our Navy for our wounded 'Sea Warriors'.  We have included excerpts for the web page for information purposes.  This RAO's involvement is still emerging in its own right.  HMCM D. Mason has volunteered to be our Harbor Master (SATX RAO point contact for matters pertaining to this program).  More to come at a latter date:
